Is Ramos capable of coaching a top team after bidding for Pennant?

Pennant who can't even make the bench for Liverpool is reportedly having ramos put in a bid for him. Is Ramos trying to destroy Madrid by turning them into the equivalent of a mid table EPL side... funniest thing I heard was that Pennant will refuse because he can't be guaranteed a starting place at Real... like he does at Liverpool?!
